I visited Pagudpud, Ilocos Norte last December 2009. You may think that it is not the best time to go there, but it is. It is not the peak season so the accommodation rates are low and the Saud beach isn't congested. Pagudpud, unlike Boracay, is not so commercialized area yet. You could still feel the "probinsya" atmosphere and it is not polluted.
HOW TO GET TO PAGUDPUD FROM MANILA?
It's simple. Just take the RCJ trans bus and it will take you right at the public market of Pagudpud, unlike the other bus lines that would just pass on Pagudpud through the National Highway. RCJ trans terminal is located at Maceda along Espana, Manila. Just prepare for the butt-aching twelve-hour trip!
You could also find buses going to Pagudpud in Laoag City.
WHAT TO SEE IN PAGUDPUD?
You can arrange a tour with tricycles there at 1200pesos. Don't think it's expensive because every tourist spot is far from the other. At our case, 1 day isn't enough for the whole tour. 1200pesos is already sulit. You can also arrange with your resort if you want a bigger service like van.

WHERE TO STAY IN PAGUDPUD?
I suggest you stay at any beach resort you can afford in Brgy. Saud because Saud is much accessible to Pagudpud town proper and you can enjoy the Saud beach all you want since you're already there. There are a lot of beach resorts in Saud beach. The famous are Terra Rika, Saud Beach Resort, and Polaris. There are much cheaper resorts there but not advertised in the internet. You could just go there in Saud and walk and choose among the resorts that are much budget friendly. Hannah's beach resort is located at the blue lagoon, more than 20kms away from the town proper. I like Saud beach better than the blue lagoon because Saud has better sunset view and calmer wave.
